Issue:read permission is needed for action v2

I was trying to setup use of this action. 
I have added required permissions of contents:read and pul_requests: read to the job running this action.  But the action would still fail to run. The run was successful only when issue: read permission was added. Why does this action need that permission and why that is not documented ?
