Remove the double vote announcement #409

What you are suggesting
Whenever a vote goes off it always says "player started vote for xyz" and then the actual information the player needs.
This makes it harder to see the actual information as they are all in [lightgray]. So disable the distributor vote announcement and leave the imperium one as its better and contains the information.
We need it to be more visible as its easily missed
