Wait boolean in restart command

What you are suggesting

We have immediate false to make it wait 5 minutes but that is not ideal for less meaningful restart reasons, like flex dying

So we need a wait boolean (or make false do this) to wait until the server is empty to restart.

Wait would be more ideal for if its not necessary and you can just wait for people to leave (or make the cooldown if they all leave || 1 hour), otherwise immediate false (5m restart) for when its more necessary like dosBlacklist restart
