Remove Dockerfile and refactor code

This repo contains a `Dockerfile` but has no configurations for it. It doesn't really have a need for a `Dockerfile` at all, since DMS is normally used to shut down a VM and you can't do that easily from inside a docker container. We should remove the Dockerfile and refactor/remove anything that may be affected by removing it.
