Release SharpLLVM as nuget and standalone project

Similar to LLVMSharp (https://github.com/mjsabby/LLVMSharp) would be nice to have it as standalone project,
I tried to replace SharpLLVM with LLVMSharp but it has lot of missing features (IE: Debugging parts) and methods are
more C like instead of C# like.
