timezone required for users

to show how many hours left to the due date of todos, we need to get timezone of users.

it is a bug because I'm seeing the time left on todo with UTC time.

for example:

My time: 21.45
Server Time: 18.45
Todo due time: 22.00

I need to see 15 minutes left but forgething shows 3 hours 15 minutes left.
