how to change the proxy ip

1. open cmd on windows
2. run spy-debugger
3. proxy running on 172.xx.xxx.x, it's my wsl ip
4. ...some operation recording to REMEAD.md
5. I can't access http://s.xxx to get the certificate.

I have proxy successfully on mobile device before, proxy in 192.168.xx.xx. this problem happen in morning, and my wsl was installed a long time ago.
