Incorporate charge transfer in ionization and recombination calculations

V11 includes the ability to include effects due to charge transfer in the ionization and recombination calculations. These are dependent on H and He fractions which can optionally be derived from a model atmosphere. The ionization and recombination calculations should be modified to incorporate these effects. See section 2.3 of Dufresne et al. (2024) for more details on this calculation.
