cannot specify url with parameters

Hi,

If url contains a mapfile for example, the program considers that the url has not the good format.

In getcap.go, in function From, maybe it should be easier to use url.URL instead of a string to manipulate url. I can make a fix, I'm interested in, is the project still alived ?
