Transmission client should only report download as "complete" when we've finished downloading it from Putio

Currently putioarr just passes through the completion percentage from Putio. When it gets to 100% Sonarr thinks it's done. But it's not actually done - there's another step, transferring it from Putio to the local machine. It should probably just display as "99.9%" while that transfer is going, I guess.
