create-project development process

Question: To develop locally with create-project as described by using pnpm dev... for it to work, does it requires to also do a pnpm dev in foundry-cli before?

If so, I believe it should be added to the development doc.

I think the "development" section of every package could be move to the root README instead of being specific to every package.
