Remove double code: config of Telos

Currently, there is double configuration code in this codebase. An example of this is the double configuration on Telos as seen here: https://github.com/wordproof/wordproof-timestamp/search?q=aca376f206b8fc25a6ed44dbdc66547c36c6c33e3a119ffbeaef943642f0e906

I suggest to centralize all configuration and implement the ideas of DRY.
