Layout Grid: Inserting a layout grid with in a grid column makes the column none functional

Describe the bug
We show a user a blank inserter bottom sheet when they click selected the grid block and then try to insert a block.

To Reproduce
Steps to reproduce the behaviour:

1. Add a new layout grid block
2. Click on the bottom (+) icon
3. Notice the empty block inserter bottom sheet.

Expected behaviour
That the action is disabled. (This is what happens on the web)
