Bug: Do not force charge battery when soc diff is low

Do not force charge if the battery soc difference is between current soc and target soc (ac cut off charge) is big enough .

Right now it will charge if there is just 1 % difference causing small charges to occur

This is still an issue. The current implementation prevents to charge to AC Grid Cut Off. It will just charge 5% less than what it's set to.
