Seed pack registry with builtin packs

wooo-jin/tenetx-registry may be empty. tenetx pack search should return results.

**Task**:
1. Check if registry has entries
2. If empty, create entries for the 5 builtin packs (backend, frontend, security, data, devops)
3. Verify tenetx pack search returns results
