Build plugin for Apache Hamilton

Summary

Apache Hamilton helps one define a DAG of functions, and then allows you to write plugins that allow you to walk that DAG of functions and execute them.

Support for @ray.remote already exists. Supporting @wool.routine could be similar.

This adapter/pluging code could live here, or in Apache Hamilton.

Motivation

This complements this effort of decoupling execution from the DAG. Apache Hamilton provides the DAG. Wool provides the execution.
