Advisory creation errors out when vulnerability is set in request

There's something unexpected happening when validating an advisory request with the vulnerability set. This code path was hit when @jdolitsky ran the wolfictl adv guide command. We need to adjust the advisory API such that it's obvious how to run creation/update code successfully without non-obvious failures.
