Re-implement `nextAbility` function

Description:
Currently nextAbility has no parameters. There should be more information provided to the developer to decide which ability to go next

Acceptance Criteria:

• nextAbility should run on both onComplete or canceled abilities
• nextAbility should have conversationState and getSlotData
