Can primary and secondary bootstrapper applications both be WixStdBA?

Reading the docs at Out-of-process bootstrapper applications, it appears that this applies only to custom BAs? At the 2nd paragraph, it says:

The rest of this document details changes required to update custom bootstrapper applications to WiX v5.

But having both bootstrappers built in as WixStdBAs would save me a ton of work! All I need it for is to install the Microsoft VC++ runtime DLLs if they are not installed. This would be included as a payload in the secondary, but also give the user the chance to cancel everything and download the latest MSVC++ redistributables manually if so desired.
