wire_holograms_modelany behavior needs changing

Either:

1. Needs to be 1 by default
2. Needs E2 @strict errors when trying to create a model you're not allowed to
3. Needs to print to user's console when trying to create a model you're not allowed to

Ridiculous number of users ask why holos don't work with their models on discord.
