Check-In/Out API (by facility)

Authenticated lpms-server users must be able to initialize check-in and check-out by calling server APIs.

This issue is blocked by:

• Stay lifecycle stays-contracts#2
• State machine stays-contracts#10

Tasks:

• Implement check-in API. This API must accept the stubId as input data. check-in should not be possible until check-in date
• Implement check-out API. This API must accept the stubId as input data. check-out should not be possible until check-out date
• Implement tests for the new features
