[BUG] Ignore commas in resolve entity rule upload #66

Describe the bug
When you upload a set of resolve_entity rules which contain a comma somewhere in the value (within a set of quotes), it is treated as a separate value altogether.
To Reproduce
Add "Amazon, Inc.:Amazon" to global rules.
Expected behavior
Commas within quotes are left alone and treated as part of the string to be replaced.
