Publish the plugin on plugins.gradle.org

Please publish the whitesource gradle plugin on plugins.gradle.org portal so that users can benefit from the new plugin DSL (for more info on benefits see [here](https://docs.gradle.org/3.5/userguide/plugins.html#plugins_dsl_limitations)).
