[BUG] - Quick Settings tile fails to stop VPN reliably + incorrect notification after stop

Describe the bug
The Quick Settings tile behaves inconsistently when stopping the VPN. After running for some time, tapping the tile may fail to stop the service. Also, an incorrect notification appears briefly after stopping.

Smartphone:

• Device: Samsung Galaxy A02
• Android Version: Android 11
• App Version: 4.3.1 (Google Play)
• App mode: VPN

To Reproduce
Steps to reproduce the behavior:

1. Add the app’s Quick Settings tile
2. Tap the tile to start the VPN (persistent notification appears)
3. Let it run for some time
4. Tap the tile again to stop the VPN

Actual behavior

• The VPN does not always stop on the first tap, and sometimes does not stop at all
• It is necessary to open the notification and manually press "Disconnect"
• After stopping, a "tunnel started" notification briefly appears for 2–4 seconds, which does not reflect the actual state

Expected behavior

• Tapping the Quick Settings tile should reliably stop the VPN
• Notifications should accurately reflect the current state of the VPN

Additional context
The same app was tested on Android 9, where the Quick Settings tile works as expected: start/stop works reliably on the first tap and no incorrect notifications appear.

This may indicate a version-specific issue (e.g., Android 11 behavior).
