[BUG] - Quick Tile Toggles Off VPN

A clear and concise description of what the bug is.

Whenever I toggle on my VPN connection using the quick tile shortcut and I reopen the notifications, it toggles off my connection.

Smartphone (please complete the following information):

• Device: Pixel 9
• Android Version: Android 17 Beta 2 and earlier
• App Version 4.2.2 and earlier
• App mode: VPN

To Reproduce
Steps to reproduce the behavior:

1. Open the notifications list
2. Click on the quick tile to activate the VPN connection
3. Close the notifications
4. Open notifications again
5. Quick tile now toggles off the connection

Expected behavior
A clear and concise description of what you expected to happen.

Connection status remains the same whenever I open my notifications.
