Set up FishVision on dedicated host

Basic monitoring stack exists now, but it needs to exist somewhere. Current plan is to use the dedicated host that we use for matrix in the short term. Eventually I think it would make sense to have it running on either our colocated server or on a tiny VPS somewhere that we don't host anything else.

But the dedicated host works for now!
