Windows libraries

Currently, I only provide libraries compiled for specific Linux distributions (to run on NERSC or similar clusters, essentially). It would be beneficial to add dlls for Windows.

Note: I probably need to go through and add `__declspec(dllexport)` to many of the library functions before compiling.
