[CORE/TSC]: Autogenerate changelog markdown and post on twitter

We need to add a workflow that publishes a post on twitter when we release. Can make use of LLMs to enrich the changelog a bit.

I think we can have more smarts steps:

• Add a comment to our blog posts indicating the webpack version it was added for.
• Setup github action
• Try to search blog post with released version and post this block post with link on CHANGELOG notes
• If not found takes CHANGELOG notes (strip unnecessary things) and post it

So when we have a blog post with good overview new features when we have minor/major releases, and only changelog notes for patch release, because mostly we have fixes here

I don’t recommend having blog posts for patch releases, since they don’t really bring new features. It’s not something people would want to read or have that “wow, now I can do this” effect.

I think the Twitter API is paid, if I remember correctly.

There is a free API for open source project, 500 posts in month, it is enough for us, also I agree about patch releases

Do you have a link to that? All the docs I've looked at is priced per use.
