App: Apply quality/performance updates to all loaded VRMS

Current performance settings will be set when vrms are initially loaded, but if the user changes their settings they need to be applied to all vrms in the scene. #2659 creates a settings manager to track settings changes and retrieve the current settings, which should be used to handle this.
