Authoring UX: Default publishing info

Allowing the user to make the default setting "publish to site and helpdesk" would be useful. Or even just changing that to the default for all.

Most of our units have staging sites or draft pages so it's already hidden from the public that way

"Publish to Help Desk" actually sends the data to TDX, which we don't want. But we can make the default be "Publish to Site".
