Support easier local testing

So that it's easier for contributors to test changes locally.

Proposed Implementation:

• Implement pattern described at https://github.com/probot/probot/blob/master/docs/simulating-webhooks.md
• Provide easy to use startup methods (ex. npm command or nodemon command)
• Update docs
