Extension updates

As discussed in today's call, we want to update the extension prototype in the following ways:

• Use the <link> approach as per the updated Explainer
• Offer the following rendering options for when the destination href contains a fragment:
  • No extra rendering
  • Highlight the fragment element
  • Dim the other elements
