Flexible Merging, Melting, and Downloading

There are currently several places where icpsr numbers are treated as the unique value for members, However, there may be instances where users are interested in melting with different ids (congress-chamber-person). This might require a substantial overhaul of the download function as well as helper functions.

I am a undergrad student at American University trying to conduct an analysis of the different Congresses and their composition. After exploring this package, I think this issue is somewhat in line with the functions I would need to conduct this analysis. I am interested in forking this repo and trying to build a function(s) that would take inputs of Congressional session, ranges of sessions or even certain congressional compositions (one-party control, split control, supermajorities, one-party control of congress + white house, etc) and return outputs including the congressional composition, summaries of bills proposed/voted on/passed in each session.

Interesting idea. We look at the R package as mostly about bringing in the granular data at which point R can be used to generate summaries. We provide various summary datasets for direct use on the website and would be keen to have more. The data sets are generated and documented using Markdown (see https://voteview.com/data). If you would like to contribute to building more of these summaries that would be great. Feel free to get in touch with me to discuss this.
