Overview of the Issue
I am trying to build a VM to run in VMware vSphere using the Packer vsphere-iso plugin. Packer hangs on "Waiting for IP". I see that the VM is powered-on, but nothing is running on the console. Looks like that it can not boot. I have the following versions:
Packer: version 1.9.1
VMware ESXi: version 7.0 U3
vCenter: ESXi compatibility Version 7.0 U2. This was originally set for ESX5.5and I upgraded that to ESXi 7.0 U2
Reproduction Steps
Just run the attached packer file on a similar VMware setup. Packer starts and hangs on "Waiting for IP"

Operating system and Environment details
The VM is the Windows Server 2019 built on top of ESXi 7.0 U3
OS, Architecture, and any other information you can provide about the
environment.

Set the env var PACKER_LOG=1 for maximum log detail.
