Please describe the solution you would like.

Until such time the VM Operator API allows DevOps users to modify the connected/startConnected states of a VM's NICs, VM Operator should check every time a VM is reconciled and ensure any NICs are connected and marked as startConnected. This will prevent any issues where during a reboot a VM's NIC is in a disconnected state.
