[BUG] Importers don't show up for `:not(:scanned))`

✅ Expected Behavior

Importers (ex. :root, :workspace) should have the state eq. to :not(:scanned)) & would show up/be selected for that pseudo selector (as it should be implicit that they aren't scanned by Socket - but could be in the future).

❌ Actual Behavior

Importers don't show up for :not(:scanned))
