V install failes every time. #133

Describe the bug
Every time i run V install, or search etc etc, i just get scanning 'ui'..., and then i get error: failed to retrieve metadata for foo.
i have also tried curl -I https://vpm.vlang.io/ and i get:

im not sure why but i have tried reinstalling like 3 times, and i dont have a firewall.
Expected Behavior
Install a package from the VPM.
Current Behavior
fails and errors, i have left them in the description.
Reproduction Steps
I dont know how to recreate it, because it seems to work on other peoples computers, but its definitely not working on my PC.
