release: clarify stability policy for 1.22.x series #217
Description
The 1.22.x series contains rapid CI, packaging, and infrastructure changes
and should be considered experimental.
Define and document:
- what qualifies as a "stable" release
- how experimental releases are labeled (pre-release vs latest)
- which version users should rely on in production
This avoids confusion caused by GitHub automatically marking recent tags as "Latest".
