Repo documentation tidying

• Refactor README.md (simplify, distinguish types of contribution/development)
• Create CONTRIBUTING.md
• Consider other formatting/repo structure best practices for similar projects

made some progress on documentation - removed redundant Wax documentation from main README, moved detailed developer tips into a separate MD file.
