Unable to execute TYPO3 CLI when apc is not enable for PHP cli mode

I also have to
vendor/bin/dockertypo3 run app /bin/bash
then
vi /etc/php/7.0/cli/php-cli.ini
then add
apc.enable_cli = 1
to be able to execute
/var/www/web/typo3/cli_dispatch.phpsh scheduler
