What steps will reproduce the problem?
1. Enter a header "X-Test:hello"
2. Click on "=== Apply ==="
3. Load https://w3bt00l.appspot.com/ht
4. Close and restart browser
5. Load https://w3bt00l.appspot.com/ht
What is the expected output? What do you see instead?
