Modify the Json File

If u have a right to update the Json File than can you Update the States which have 0 Cities in it.
Like in India there is no state like Vaishali, Kenmore etc, there are 3 to 4 errors for the Indian States having 0 cities in it. Please verify this JSON File it is more robust,
