Windows Server 2022 stuck in a reboot cycle post migration

I have a Windows 2022 server that just reboots constantly post migration. Migration completes successfully but the server is stuck in a reboot cycle.

I do not experience the infinite reboot issue using this older image:

we had t he same issue. wondering which version caused this problem.
