Set default selection to "Complete"

Is there a way to set the default value/selection for the second dropdown in the "Submissions" page to "Complete"?

We'd like to show submissions with the "Complete" state instead of the "All" value, to hide Spam submissions by default initially.

Is there a way to do so?
