Lead Verifier: plugin interface should return a complete EAR #379
Description
In #370 we defined the interface between VTS and the component verifier client plugin so that it would return EAR appraisal claim set(s).
However, we have since reconsidered and concluded that returning a complete EAR claim set would be a better and less lossy option.
