Resize Whole layout

Description of requested feature
When a user has a layout with multiple views, there should be a mechanism to resize the entire layout. This should allow for continuous resize of and distribute the changes proportionally to all constituent groups. May require a new mechanism to select the entire layout as opposed to individual charts.
