Solving Issue #118: Filter out "chore:" commits from release notes

What was done

Two-pronged approach since GitHub's native release notes generation is label-based (not prefix-based), and no auto-labeling is currently configured:

1. .github/release.yml (new file)

Configures GitHub's auto-generated release notes to:

• Exclude dependabot by author — filters out all dependabot dependency bump PRs automatically
• Define categories for feat and fix labelled PRs (useful if labels are added in the future)

2. tools/release.py (main solution)

Added three new functions:

• get_previous_tag(current_tag) — finds the previous release tag for the git range
• generate_filtered_changelog(version) — runs git log between tags and keeps only feat: and fix: commits (supports scoped variants like feat(scope):)
• update_release_with_filtered_notes(version) — waits up to 5 minutes for GitHub Actions to create the release, then updates it via gh release edit --notes-file with the filtered changelog + install instructions

The updated flow in tools/release.py:

1. Create/merge PR → push tag (existing flow)
2. Generate filtered changelog from git log {prev_tag}..v{version} (only feat: and fix:)
3. Wait for GitHub Actions to create the release (polls every 15s, up to 5 min)
4. Update the release notes with filtered content via gh release edit

Added --skip-notes-update flag to bypass the wait step when needed.

Note: For full prefix-based label filtering in the auto-generated notes UI (without the script), you'd also need to enable add_label: 'true' in .github/workflows/pr-title.yaml so that feat/fix/chore labels are automatically applied to PRs. I cannot modify workflow files, so this would need to be done manually.
