Oceanic entry fix ETA UI adjustment

Change pilot RCL create page to show "Estimated time of arrival at oceanic entry fix". "Oceanic entry fix" will change to be the fix the user has typed in when thats available.

This is to reduce confusion where some pilots think we're asking for their destination ETA.
