Create GitHub releases

I packaged cvtek for the AUR: https://aur.archlinux.org/packages/cvtek-git (builds from source/git)

It would be nice to create GitHub releases so that it can be packaged as non-VCS too 🐻

I am planning to add Github Actions based CI/CD pipeline to build cvtek using https://github.com/rust-cross/rust-musl-cross
