Add to pypi

Veteran Affairs' asked for moalmanac to be added to pypi so that it can be pip installed. Linden Huhmann communicated that Jamie Strampe said that this would facilitate moving moalmanac from a development / research application to production. We have held off on doing this because we have external datasources that need to be downloaded to run moalmanac, plus the configuration details. Linden shared that astropy is one such example.

Some general tasks that would need to be resolved, I think are:

• Add ability to download datasources
• Make pip installable
• Instantiate moalmanac with datasources
• Instantiate moalmanac with config details
• Instantiate moalmanac with colname details
• Remove writing from main function, maybe?

Now available on pypi https://pypi.org/project/moalmanac, but, as expected, it runs into circular imports and has trouble importing other modules in the repo with the current structure.
